Bass Guitar : How to Play a Bass Guitar

a couple questions:
1) are the strings suposed to be loose or tight, cuz i have an untuned bass and i have the strings tight, i can still play and everything and it sounds good, but i want to tune it so i can jam with my friends.
2) Why is it that when i try to finger pick my bass it makes a tinging sound and sounds horrible and really really low sound. I have to use a pick because i suck at fingering.

Nice guy, well spoken, I really only got bass positioning out of this. Other wise if I were to play a bass guitar, I would just be winging it. Don’t anything about the notes yet or where to lay them. Bass is a great instrument. Thanks for the upload.
