Are you talking about a guitar pick?
If you are, then no, you don’t NEED one.
I like to strum with just my finger.
Do whatever you’re comfortable with doing.
If I were you, I’d get a guitar pick anyways, to try out. They don’t cost that much. :]

acoustic and electric same layout 6 strings eadgbe unless you down tune it but yeah any chord for an acoustic will be the same for an electric

say im 2 steps down from standard tuning, C- F- A# -Eb-G-C, if i play a C or like an A chord, will it just be 2 steps down from those notes, or do u have to play different frets to play a chord?

if you wanted to play an a chord would it have to be on that fret or is it the same if its on another fret as long as ur fingers are positioned corectly
