it’s talking about the rhythm. most song are done in 4/4 meaning they have 4 quarter notes per measure. eighth notes are twice as fast. so instead of counting 1-2-3-4, you count 1 and 2 and 3 and 4 and, but the time between the 1,2,3,4. twice as many notes played twice as fast.
